Unstable Frustration
This is the most fun ive had in a long time.
Frustration
Sum of All Fears
Psychic Instability (Elite)
Power Return
Power Drain
Conjure Phantasm
Drain Enchantment
Signet of Clumsiness
Illusion Magic ~ 12 + 1 + 2
Inspiration Magic ~ 9 +1
Fast Casting ~ 9 + 1
The premise of this build is simple. Apply Frustration and fire away at a caster until they bite the dust.
Apply both Frustration and Sum of All Fears to further hinder their casting time, and to act as a low-key snare.
Apply Frustration to a melee-attacker and irritate them with Psychic Instability and Signet of Clumsiness.
It's really simple, and ive been using this for months, quite effectively in AB and PvE scenarios (although, anything works in PvE.)
The real beauty of this build is the fact that Psychic Instability is one of the few elites that interrupts any action, at all, so as long as the target is attacking or casting, they will be interrupted (further enchanced by Frustration). The 10 second recharge is terribly attractive as well. Also, against spellcasters, (in particular common targets such as monks), the Knockdown effect is not only highly amusing but invaluble to an attacking team.
I suppose none of the above really needed to be said, but it just seemed a little bare.
I often used to find Dervish a tad bit of a problem for Mesmers to deal with, but as they need to cast spells and attack in most cases, this was a real breath of fresh air.
Also, that 20% reduction of speed isnt enough to be thorougly hindering, but it does the job in most cases, whether being under fire or attack.
Ive found the build effective purely on the basis that i've recieved flames and death threats in both foreign and english languages. Oh, and it's great fun. Try it out, and add some more advice so that the build can be tweaked to be more effective.
Oh, and Conjure Phantasm is an awesome cover hex!

Pwny, you are the kind of Mesmer I avoid... the competent kind. Freaks like you make my Warrior bash his brains out with his own Hammer.
On the plus side, when Mesmers like this are on my side of the battle line, the extra KD's are so hot I have to strip off my armor or burn up... XD
Nice tweaks there Pwny! That build would be very frustrating to face off against.

i would totally not run sumptin like this in pve
there is no dmg
very little shutdown
and needs moar [cry of pain] and/or [cry of frustration]
ab... its meh
i'd recommend goin down either 2 routes:
1) moar snares
or
2) moar dmg
tbh, theres no point in shutting down a single target for 5mins
there will be an incomming mob by then
so it lacks any 1v1 killing...any kind of mob control...and any capping capabilities
soooo that said...this build is suited for ra more than anything else
jus put on a res sig and ur good to go

If i wanted mob control, i'd go the way of the failed elite Shared Burden or any Water Elementalist snare. And to do that, i'd go water elementalist, and then i certrainly wouldnt be posting a build here.
A target wont even last 5 minutes, due to the fact that 1 vs 1 matches mean nothing, and you should be with your team 90% if not all of the time, bar the odd occasion when you get split up from someone.
It doesnt work too well in RA. Because this build was made for fun, and RA is not fun. Besides in RA, it would be worth replacing the entire build for Migraine and a few interrupts.
Also, considering AB players have the average mentality of a level 5 skale, the players dont last 5 minutes, 30 seconds if that. At 50 damage for each interrupt, thats more than enough damage, coupled with the degeneration pressure, it works well. I would really recommend trying it before saying something like 'very little shutdown', which really is useless in PvE when you have an imbagon at hand.
And i'll just put it out there, it handles random pokemon battles (1vs1) fine, on the occasion that i have ran into them. Again, i would suggest just giving the build a try.
Regardless, this build is an example of caster support. We shouldnt really ever be frontline if we can help it anyway.

it looks fun, and as he said its for fun so if you dont like fun ignore this build. i dont have a mesmer so i cant try it out but i might make a pvp one to try in AB.

Looks enough to be a decent build, good elite, frustration works well. power drain yep, drain enchantment im guess your using for health management I'd change it. SoC id change to Wandering eye simply because it does more dmg and less recharge, energy should come from power drain and sets. Conjure P works well as a cover but id still rather use Conjure N, granted more energy is needed but that should come from power drain or another e management spell.
